"Harry Potter" star Jamie Waylett has pleaded guilty to illegally growing marijuana.

The 19-year-old actor, who plays Vincent Crabbe in the wizard franchise, was arrested in April after cops allegedly found him driving with eight bags of marijuana in his car.

Authorities then ordered a raid on his mother's home in Camden, North London, where they were said to have found ten cannabis plants at the property.

The 19-year-old was summoned to appear in court and subsequently charged with growing cannabis plants.

Thursday's hearing, which took place in London at Westminster Magistrate's Court, was adjourned until July 21.

Waylett faces a maximum sentence of 14 years behind bars for production of a Class-B drug.

marvin webster : Former Knicks center Marvin 'The Human Eraser' Webster dead at 56

Marvin Webster, known to Knicks fans in the 1980's as the "Human Eraser" for his shot-blocking prowess, died on Saturday in a Tulsa hotel. He was 56.

Webster, a 7-1 center, was a Knick for eight seasons, from 1979 through the early part of the 1986 season, mainly used in a reserve role behind starting center Bill Cartwright on teams coached by Willis Reed, Red Holzman (in his second tour of duty) and Hubie Brown.

"He was a great shot-blocker in college," Willis Reed told the Daily News. "He was tall, he had long arms, he was fairly mobile and he had good anticipation. He was a very nice person. I coached him for only 14 games. I wish I had him longer because with Bob McAdoo, who was a great scorer, I thought that would be a great combination for our front line."

Tulsa police said Webster was found dead in a bathtub of his room in the Ambassador Hotel. Police spokesman Jason Willingham told reporters that foul play was not suspected and the death apparently stemmed from an illness.

The medical examiner office said the cause of death had not been determined. According to police, Webster had been living at the hotel and employees grew concerned after not seeing him for several days.

Webster gained his colorful nickname when he was an accomplished shot-blocker on the college level, playing for his hometown school, Morgan State, in Baltimore. Although he started only 96 of 402 games as a Knick, he led the team in blocked shots for five seasons, including four straight, from 1981-84. His top overall season was his first, in 1978-79, when he averaged 11 points, 10.9 rebounds and 1.9 blocks.

To get Webster from Seattle as a free agent in Aug., 1978, the Knicks paid dearly, with the popular power forward Lonnie Shelton awarded to the Sonics.

"Marvin's career was not as fruitful as it should have been," Reed said. "He was one of those players who had ability but did not live up to his potential."

Webster had a series of injuries and did not play in either of his last two seasons, in 1985 or 1986.

Webster also played for Denver, Seattle and Milwaukee, while starting his career with Denver in the old ABA.

Splice the mainbrace is an order given aboard naval vessels to issue the crew with a drink. Originally an order for one of the most difficult emergency repair jobs aboard a sailing ship, it became a euphemism for authorized celebratory drinking afterward, and then the name of an order to grant the crew an extra ration of rum or grog. The phrase is a mainstay of pirate vernacular in popular culture.[citation needed]

Braces are the lines which control the angle of the yards. On the first rate men-o-war, the mainbrace was the largest and heaviest of all the running rigging; the mainbrace on HMS Victory was 5 inches (13 cm) in diameter.[1] Gunners commonly aimed for the ship's rigging during naval battles, with the mainbrace being the prime target. If the mainbrace was shot away, it was usually necessary to repair it during the engagement; the ship was unmanoeuvrable without it and would have to stay on the same tack. Even repairing it after the battle was a difficult job; the mainbrace ran through blocks, so it could not be repaired with a short splice or a knot. Splicing in a large run of hemp was strenuous work, and generally the ship's best Able Seamen were chosen to carry out the task under the supervision of the Bosun (Boatswain).[1] On completion of the task, it was customary for the men to be rewarded with an extra ration of rum. The Bosun would take a sip from the ration of each of the men he had selected for task. Eventually the order "Splice the mainbrace" came to mean that the crew would receive an extra ration of rum, and was issued on special occasions: after victory in battle, the change of a monarch, a royal birth, a royal wedding or an inspection of the fleet.[2] In cases where the whole fleet was to receive the signal, it would be run up with a lift of flags or signalled by semaphore.[3]

A ration of rum a day was standard issue in the Royal Navy until 1970,[4] when concerns over crew members operating machinery under the influence led to the rum ration being abolished.[5] Restrictions were placed on those who could "Splice the mainbrace": any man or officer over the age of 20 who desired to take it received an extra issue of one-eighth of a pint of rum. Lemonade was issued those who did not wish for the rum. The rum was mixed with water to make grog for all ratings below Petty Officer. Only ratings marked "G" (for Grog) in the ship's books could draw rum, grog or lemonade when the main brace was spliced and no payment in lieu was available. Those under 20 were marked "U.A." (for under age) in the ship's book; they were similarly barred from drawing the daily rum ration. "T" stood for Temperance. The issue of rum to Wardroom and Gunroom officers was stopped in 1881 and ended for Warrant officers in 1918; splicing the mainbrace was the only time that officers could be issued with rum.[1]

Other navies abolished the grog allowance far earlier (the United States Navy after the American Civil War),[6] but the order persisted, allowing the crew to take another drink in place of rum or grog; in 1845 it is recorded as being substituted for the more rowdy "Crossing the Line" ceremony.[7] The Royal New Zealand Navy was the last navy to issue junior and senior ratings a daily tot of rum. This continued until the late 1980s. Nowadays, the Canadian Navy is more generous with the allowances, allowing crew members to take 87.5 millilitres (3.08 imp fl oz; 2.96 US fl oz) of sprits compared with the 62.5 millilitres (2.20 imp fl oz; 2.11 US fl oz) allowed by the Royal Navy, although the Royal Navy does make allowance for paucity of supplies, permitting two 350 millilitres (12 imp fl oz; 12 US fl oz) cans of beer may be issued if commercial spirits are not available.[8][9]

Permission to issue the order to splice the mainbrace is heavily restricted - the Royal Navy allows only the Queen or the Admiralty Board to do so;[9] the Canadian Navy permits the Queen, the Governor General of Canada or the Chief of the Defence Staff to issue it.[8] When the Mediterranean fleet received the order from the Prince of Wales (the future Edward VIII) in 1932 it was the first time it had happened since 1918; it was accompanied by the order to "Mend and make clothes", another archaic signal which grants the crew a half-day holiday.[10] Ships in most of the victorious fleets received the order at the end of the Second World War;[11] one ship received the order while still under attack.[3] Nowadays, the order is somewhat more freely given (the Queen issued it after reviewing the fleet off Portsmouth in 2002).[12]

CitiGroup to Seek Reverse Stock Split this days

Citigroup said Thursday it plans to propose a reverse stock split for its common shares, as well as an increase in its authorized shares outstanding, as the embattled bank moves ahead with a previously announced plan to convert preferred shares to common equity.

Citi also said it filed a registration with the Securities and Exchange Commission outlining the public exchange offer for preferred stock not held by the United States government, which is part of the financial aid package it announced with federal officials in February. The bank said it had already reached definitive agreements with holders of $12.5 billion in convertible preferred securities.

In Thursday’s announcement, Citi said that shareholder approval of the increase in shares outstanding wasn’t necessary to complete the exchange offer, which is intended to boost its tangible common equity and ease investors’ concerns about its financial strength.

Citi, whose stock price dipped below $1 earlier this month and closed Wednesday at $3.08, didn’t give details about the proposed stock split.

Why did we launch a classifieds Web site in an already flooded market? That answer is easy. Because of high-cost auction sites, overpriced, monopoly-controlled newspaper publications, and unfair “grandfathered” companies which started back even before the Internet.

Years ago when I was in college, I used to buy and sell merchandise to make money to pay my expenses. But during this process I had to deal with many different venues to peddle my stuff. I started with a local newspaper publication who charged by line to place an ad for three days. I believe it was something like $18.00 for a couple lines in a one- by one-inch block. Well by the time I was done listing my items, I was already in the hole a couple hundred dollars and I could only hope that my items would sell just to break even. I’m sure there are many of you out there who know exactly what I mean.

Another option I had was to try to sell with a privately-held, regional classifieds publication. You could list your items for free, but there was a commission-based fee once the item sold. Now just like you, I do not want to pay $30.00 to sell a $300.00 item. That is why our slogan is also the question we ask our potential customer, "Why should you pay twice for the same item?"

This regional company was also what drove me to strive for a better online experience. Their business tactics were--and still are--questionable. If you were trying to sell an item using their magazine, you were not allowed to sell with any other company at the same time. So if you were hard up for cash and needed to sell something to make a buck, you had to wait a week for it to be listed and another four weeks until it expired before you were allowed to sell it elsewhere. Also while your listing was active, their employees made random phone calls with fake questions to see if your item sold. If you sold your item somewhere else, such as in a competing newspaper, auction or other venue, you were still charged a ten percent commission. And this was supposed to be a “free” listing. That kind of experience could leave a bad taste in anyone’s mouth, which brought me to my last option: online auctions.

Online auctions are a great way to buy and sell merchandise. I have had great success with sites like eBay® and the former Yahoo!® Auctions, but as they grew, so did their listing fees and greed. I still remember when the “Buy It Now” feature was free. Now you will pay for each and every option, including: any additional image after the first one, bold lettering, and small icons to get your auction noticed, just to name a few. Now aside from the nickel and diming on options, let’s not forget the new “lower listing fees” but more inflated “final value fees,” which I’m sure you’re already aware of. I understand that they have salaries, stockholders (well, stockholders if they were actually paying dividends), and other business expenses to attend to, but the earnings of eBay® in 2007 were $7.67 billion dollars. That’s enough to pay salaries, business expenses and then some. They are a typical large company controlled by the almighty dollar. Do you remember them giving anything back? I don’t.

Ultimately our goal is to change the structure of what modern online and offline monopolies have become--we want to bring back the customer-first focus that made them what they are today, and at the same time allow Easy Peddler to evolve into a solid online marketplaces to do business. Yes, we have come a long way but we still have so far to go.

Bobby Lashley say 'I Want to Be a Champion'

Twelve years ago, Bobby Lashley was one of the most impressive college wrestlers in the country. Two years ago, he was one of the most popular professional wrestlers in the country. But now he has a new challenge in front of him, making the transition from wrestling to mixed martial arts.

I interviewed Lashley this week about his upcoming fight with Jason GuidaKen Shamrock (Lashley doesn't hold it against Shamrock that he was suspended after a positive steroid test) and about his goals in MMA (Lashley wants to be a champ).

The full interview is below.

Michael David Smith: How did you find out that Ken Shamrock tested positive for steroids and your fight with him was off?
Bobby Lashley: A photographer that I did a photo shoot for sent me a text message. I thought it was a joke at first, but then I found out that he did test positive and the fight is off.

How prevalent do you think performance-enhancing drugs are in MMA?
I really don't know. I haven't heard a lot of people talk about it. I've heard people saying as much as, "Hey, some of the fighters are on something." I don't think that's actually true, and I also don't like the name "performance enhancing." I don't think people take them to enhance their performance so much as trying to help them train harder. I think that's more what it is.

I think that Ken wasn't out to take that substance so that he could beat that Ross Clifton guy. I'm sure he wasn't using for that. I know he wasn't thinking, "Oh, I've got to fight Bobby in a couple months, I've got to get huge." I think like any other fighter or any other athlete who takes supplements, he was taking something to enable him to train harder and train longer.

How prevalent are performance-enhancing drugs in pro wrestling?
I don't think there's any now.

Really?
They have a really, really, really strict testing policy in the WWE. I know that for a fact. So I know that there is no one who is really on anything now. I think in the past there were some, but -- and also, in professional wrestling it's not "performance-enhancing." You're not enhancing your performance. You're getting bigger and stronger, but it's not like that makes you win in wrestling. I think there used to be more wrestlers on something than there are now, but it's not like everyone was on something in professional wrestling. Not at all.

What do you know about your upcoming opponent, Jason Guida?
I know that his brother is Clay Guida. That's about it. If you can tell me anything, that would be great.

Well, I can tell you that he has a losing record. His career record is 17-19.
Yeah, but the thing is, it's not so much how many you've won, it's how many you've been in.

Do you expect to watch video of his fights in the next week?
I'll watch everything that I can on him.

So you think film study is important?
Oh, yeah. I trained at the Olympic Training Center with some of the greatest athletes in the world, and at the top level in every sport, elite athletes all watch film. Football players watch their opponents. In baseball, hitters watch pitchers. Wrestlers watch other wrestlers. You've got to scout your opponent so you can come in with the proper game plan.

When I was going to fight Ken Shamrock, I was watching video of Ken. How he approached his opponents. How he got into his submission holds. How he gets takedowns. How he reverses.

What are your goals in MMA?
I want to be a champion. That's the main goal. Of course, everybody wants to make it in the UFC. That's the top organization. But Affliction is coming up real strong. Strikeforce is coming up real strong. In Japan there are a lot of great fighters there. I just want to make it to the top. When I went into professional wrestling, I wanted to go to the top, and now that I'm a fighter, I'm training as hard as I can, as long as I can to make it to that level, to be the best.

Do you have any idea of how long that would take? Everybody compares you to Brock Lesnar. He was 1-0 when he got into the UFC, he lost his first fight to Frank Mir, then he beat Heath Herring and he got his title shot and became a champion. Is it realistic for you to think it can happen that quickly?
No, because that's not the route I'm taking. I want to build up my skills. I've got a lot to learn and I want to learn before I fight for a title. I'm taking my time, but at the same time I hope that in the near future I beat some people and I do get that chance.

But you're 32. Is it realistic for you to take the time to build your skills the way most fighters do?
That's true, I'm not planning to spend 10 years in the business.

Do you have an idea when you might fight again after Guida and who your opponent might be?
I don't know who it's going to be, but I want to stay active. I want to fight. If Ken ever wants to fight with me, if he wants to go to Japan and do that fight, I wouldn't mind doing that also. I know it's kind of a touchy subject, but to do one fight in Japan, I don't mind doing it. I think it's a great fight. I think he's a great fighter. And I know that the guy wasn't maliciously trying to go out there to try go gain an advantage over anybody. At the same time, I don't want to burn any bridges. But if people want us to fight in Japan, I wouldn't mind doing that.

So you could fight Ken Shamrock this year?
I don't know. That's completely up to him.

But if a Japanese promoter came to you and offered you a fight with Ken Shamrock, you're open to that?
Yeah, I would. Yeah, absolutely. Yeah.

Do you think the state commissions would have a problem with that? In a sense, you'd be helping him circumvent his suspension.
I wouldn't want to do it if it hindered my career. I want to fight him, and it's unfortunate that it happened to him. I really wanted to fight him. I wouldn't do anything against the commissions' wishes. I wouldn't do that at all.

Let's go back to your own training. Do you have any veteran MMA fighters who train with you and teach you a lot, and anyone you watch and you try to emulate?
Not too much trying to emulate, but I look at the fighters at the top of the game and I try to find out what put them there. Some of the fighters we have at the gym, American Top Team, are right up there with the UFC's best, and I try to watch their training regimen. I watch Mike Brown. He trains hard. He's in the gym all day, training, working, sparring. He helps other people and he's an incredible person.

Another person is JZ Calvan. If you every see him work out, you'll get tired just watching him work out. After everyone is done training, he's still shadow boxing. He works to be the best. Another one is Thiago Alves. He works, he's a machine. He's going, going, going. At this gym, there are so many high-level athletes that you have to step up your game.

The sense I get is that "stepping up your game," that challenge, is what made you decide to leave a successful career in professional wrestling to try MMA.
I wanted to test myself. I wanted to go into a different realm. This is an opportunity to challenge myself. I want to push myself to be the best.

Just hours after the Beverly Hills Police Department confirmed an arrest warrant had been issued for Lindsay Lohan on Friday, the actress was spotted going grocery shopping and partying at L.A.'s Chateau Marmont.

After shopping at Gelson's supermarket in West Hollywood Friday evening, Lohan, 22, was escorted home by police -- but not taken into custody -- before she headed out again to Chateau Marmont.

Later in the evening, the actress was spotted at Jack Nicholson 's home, where she stayed until 4:30 a.m. before returning to girlfriend Samantha Ronson 's home.

On Saturday, Lohan's attorney, Shawn Chapman Holley, confirmed to Extra that the actress has adhered to the conditions of her probation resulting from a 2007 DUI arrest.

"Since her case was resolved, Ms. Lohan has been in compliance with all the terms and conditions of her probation and all orders of the Court," Holley said. "The warrant issued on Friday was, in our view, born out of a misunderstanding which I am confident I can clear up next week."

The Beverly Hills Police Department released the following statement discussing Lohan's warrant:

"In response to media inquiries, [the] Beverly Hills Police Department is confirming a warrant was in fact issued today [March 13] for the arrest of Lindsay Lohan . The $50,000 warrant issued by the Beverly Hills Superior Court stems from a May 2007 arrest of Miss Lohan for DUI and hit-and-run. The circumstances leading to the issuance of the warrant by the court are not readily available at this time. It is our hope that Miss Lohan will surrender herself so that this matter will be resolved in a timely manner."

Russia could use bases for its strategic bombers on the doorstep of the United States in Cuba and Venezuela to underpin long-distance patrols in the region, a senior air force officer said Saturday.

"This is possible in Cuba," General Anatoly Zhikharev, chief of the Russian air force's strategic aviation staff, told the Interfax-AVN military news agency.

The comments were the latest signal that Moscow intends to project its military capability in far-flung corners of the globe despite a tight defence budget and hardware that experts consider in many respects outdated.

Zhikharev indicated that Russia was looking only at occasional use of the facilities -- not setting up permanent bases in the region.

He noted that the Venezuelan constitution prohibited establishment of military bases of foreign states on Venezuelan territory and described the Russian possibile use of the facility there as "we land, we complete the flight, we take off."

Zhikharev said Cuba had a several air bases equipped with the long runways needed by the heavy bombers and said the facilities there were "entirely acceptable" for use by the Russian aircraft during long-distance patrols.

"If the will of the two states is there, the political will, then we are prepared to fly there" to the bases in Cuba, the agency quoted Zhikharev as saying.

The general also said that Venezuelan President Hugo Chavez had offered to let Russian strategic bombers use a military airfield on La Orchila island, a military base off the west coast of the country.

"Yes, there has been such a proposal from the Venezuelan president," Zhikharev said.

"If a relevant political decision is made, this is possible," he added.

Russia resumed patrols by its long-distance strategic bombers in August 2007 after a 15-year hiatus, noting at the time that it was mirroring the United States which never suspended its global bomber patrols after the Cold War.

Last year, Russia temporarily based a pair of Tu-160 bombers at an airbase in Venezuela in a carefully-choreographed display of force regarded by as a warning message to the United States.

A Russian flotilla led by the nuclear-powered cruiser Peter the Great also joined Venezuelan navy vessels for manoeuvres in the Caribbean late last year, timed to coincide with a visit to the region by President Dmitry Medvedev.

The previous US administration of George W. Bush officially shrugged off the Russian aviation and naval moves in Latin America, characterising them as more for show than anything representing a military worry for the United States.

Last July however, a top US air force officer warned that Russia would cross "a red line" if it were to base nuclear capable bombers in Cuba.

"If they did, I think we should stand strong and indicate that is something that crosses a threshold, crosses a red line for the United States of America," said General Norton Schwartz said on July 23.

The Interfax report said there were three types of Russian aircraft capable of long-distance bomber patrols: The Tu-95MS, the Tu-160 and the Tu-22.

It was Tu-160 strategic bombers that were sent to Venezuela for temporary basing last year. Each aircraft of this type is capable of carrying 12 cruise missiles that can be fitted with nuclear warheads.

SXSW 2009: 'Funologists' and unorthodox research methods

In the panel "Funologists Live & In Person: Guerrilla Game Research," a group of experts took turns explaining methods for researching user experience in games that goes in some way beyond the normal focus groups and QA cycle. The often ad-hoc methods provide valuable data about gameplay at a fraction of the budget of most data gathering exercises. And sometimes they involve becoming a frog.

Erica Firment, User Experience designer on Second Life, discussed a rather direct method for gathering info from users: hanging out in Second Life and watching -- "hiding in the audience" as an alternative to expensive technology. This is where the frog form comes in -- Firment adopted a frog avatar and sat on a roof in the new user area, watching people figure the game out and talking to new players about their difficulties with the interface. Firment produced a flow state graph, demonstrating the delicate balance between accessibility and difficulty. She also brought up other easy, inexpensive methods of gathering gameplay data: watching blogs and Flickr feeds related to the game and search terms tied to it. If there are bugs, they will show up in people's pictures and searches.

Big Fish Games' Julie Ratner described some methods of "emotional inquiry" that the company conducted for the Mystery Case Files games. In these studies, contextual information about people's feelings about the game was gathered by gauging reactions to such abstractions as color palettes and word lists. The company had informants create collages and arrange word lists to try to analyze their reactions.

Jason Schklar, who most recently worked with From Software on Ninja Blade, provided an anecdote about research that led to control alterations in Crimson Skies. The PC-experienced developers had apparently designed a game for very smooth, nuanced movements, and a trip through the testing room revealed a cacophony of clicking joysticks and crashing planes, indicating that the players were making rapid, drastic moves rather than slow, methodical ones. The controls were then altered for a non-flight-sim audience.

USC's Tracy Fullerton then went into the challenges of doing user research for student games in the Game Design Workshop. She described a "funnel of funology" -- a sudden rush of game projects, and a single researcher to gather data related to all of them. To ameliorate this problem, she suggested solutions including self-testing exercises and education related to gauging user experience.

We know that developers and publishers put a lot of money into researching user behavior in games, and that they have to do so to provide a mass-market experience. We just never considered how much creativity could go into such a seemingly dry task.

Learn to Understand Your Own Intelligence by easiest ways

Three years ago I listened to a lecture on cognition that changed the way I think about intelligence. This is the crux. There are two types of cognition. The first is normal cognition. This is the ability to retrieve knowledge from memory. When you are asked a question on a test and produce an answer, that’s a display of cognitive ability. The second type of cognition is metacognition; the ability to know whether or not you know.

Have you ever been asked a question that you knew the answer to, but you couldn’t find the right word? This is called the “tip of the tongue” phenomenon and I’m sure we’ve all experienced it. You know that you know the answer, but you fail to produce it. If someone said an answer, you would know instantly if it was correct or not. In these cases metacognition exists without cognition.

In short, cognition is knowing, metacognition is knowing if you know or not. Both can exist together, but many times they don’t.
How Does this Affect Intelligence?

So what importance does this have and how is it relevant to self improvement? The fact that there are two different kinds of cognitive ability means that there are different types of intelligence.

In traditional education, intelligence is measured by cognitive ability. For some people this is works well. They can easily produce everything they know on a test. But for others it doesn’t work out so well. The people that know something cold but can’t find the right words on a test are awarded with poor grades and considered inferior.

But does this inability make them any less intelligent? They know the answer. If the question came up on a task, they could refer to a book or a quick Google search. In reality they’re just as effective as the people that aced the test. They just can’t prove it as easily.
The Importance of Knowing what you know

Unless you’re taking a test or playing Jeopardy, metacognition is more important to success than cognition. In real life, when you’re faced with a question the first decision is whether you know the answer or not. With strong metacognitive ability this is easy. If you know the answer, but can’t come up with it, you can always do a bit of research. If you know for sure that you don’t know, then you can start educating yourself. Because you’re aware of your ignorance, you don’t act with foolish confidence. The person who thinks they know something that they really don’t makes the worst decisions.

A person with poor cognitive ability, but great metacognitive ability is actually in great shape. They might do poorly in school, but when faced with a challenge they understand their abilities and take the best course of action. These people might not seem intelligent at first glance, but because they know what they know, they make better decisions and learn the most important things.
Clever but mediocre people

At the opposite end of the spectrum are people with great cognitive ability but poor metacognitive ability. These people are proclaimed geniuses at a young age for acing every test and getting great SAT scores. Unfortunately, they’ve been ruined by poor metacognition; they think they know everything but they really don’t. They are arrogant, fail to learn from mistakes, and don’t understand the nuances of personal relationships; showing disdain for persons with lower cognitive ability.

So who is superior? In a battle of wits the higher cognitive ability prevails, but life is not a single encounter. It is a series of experiments in succession, each building upon the last. Learning requires knowing what you don’t know, and taking steps to learn what you need to. People with poor metacognitive ability never realize that they don’t ‘get it’. They also don’t realize what’s important.

This doesn’t preclude them from material success. But, perhaps that’s a poor measurement of intelligence as well. There are many people who become rich and successful by their cleverness and cognitive ability, but as human beings are quite mediocre. Is the man that makes a million dollars, but is cruel and abusive to his employees and family, really more intelligent than the poor man who lives a modest and loving life? I don’t intend to demonize wealth, only to state that it should not be the measure of virtue.
Use your metacognitive ability

So what do we know and what do we not? And how can we tell the difference? There is so much to know in the world that the most brilliant human minds can grasp only the tiniest fraction. For this reason we should always be in doubt of what we know. The closed mind is oblivious to its surroundings, while the open mind absorbs them. Like a sponge, it soaks up observations, becoming fuller and more robust.

But we can’t live in total doubt. If we did we would never act, paralyzed by our inadequate knowledge. We must trust our intuition. If something makes you feel a certain way, that feeling is real and must be respected. Act based on your own convictions, not those of others, and keep an open ear for new ideas.

The most important mental power is the ability to know what you don’t know. The recognition of a fault is the first step to improvement. Don’t try to hide a lack of knowledge. People will see through it and you’ll appear foolish and arrogant. If you admit your ignorance, people will help you learn and respect your humility. For intelligent people this is the toughest lesson to learn. We are used to being right, and consider being wrong shameful. We’re afraid to lose status by looking stupid. This vain arrogance is a great weakness and the source of many problems. To crush it and embrace humility is the mark of true wisdom.

Obama shifts to more upbeat economic message

WASHINGTON – President Barack Obama is shifting to a more upbeat economic message as he talks of working to create a "post-bubble" model for solid economic growth once the recession ends.

But first, Obama cautions, "We've got to get through this difficult period."

The days of overheated housing markets and "people maxing out on their credit cards" are over, Obama said Friday in describing that "post-bubble" model.

Lawrence Summers, Obama's top economic adviser, said there were "modestly encouraging signs" on the economy including indications that consumer spending had stabilized after taking a dive over the holiday season.

White House attempts to be positive matched a fourth day in a row of stock market gains. The Dow Jones industrials gained 53.92 points Friday to cap Wall Street's best week since November.

Administration officials were criticized earlier this year for painting too dark a picture of the economy in an effort to win congressional passage of the president's $787 billion stimulus package. But more recently, the president and others on his team have tempered their comments in hopes of building confidence, including the president's suggestion last week that it was a good time for those with a long-term perspective to buy stocks.

Despite the new enthusiasm at the White House and on Wall Street, there was little solid evidence to suggest an end was in sight to the severe recession that has already cost four million American jobs, driven home values down and sent foreclosures soaring.

And there were fresh signs of financial stress.

The Commerce Department reported Friday that the U.S. trade deficit plunged in January to the lowest level in six years as the economic downturn cut America's demand for imported goods.

Also, China's premier, Wen Jiabao, expressed concern over the U.S. economy and the value of his own nation's vast holdings in Treasury bonds. China is Washington's biggest foreign creditor, holding an estimated $1 trillion in U.S. government debt.

In response to the Chinese premier's comments, White House spokesman Robert Gibbs said, "There's no safer investment in the world than in the United States."

Summers, who was treasury secretary under President Bill Clinton and now is director of Obama's National Economic Council, said it was too soon to gauge the broad impact of the administration's recovery program or to predict when the recession might end. But he suggested glimmers of hope.

Summers said it was time for America to move past an "excess of fear" that has made things worse.

Private economists agree that it's too soon to declare recovery is on the way.

"As long as we are losing over 600,000 jobs per month, consumers are not going to be able to sustain consumer spending," said Mark Zandi, chief economist at Moody's Economy.com. "It is too early to conclude that the bottom is at hand," he said after this week's report on retail sales and consumer spending.

Illinois Income Tax May Jump 50 Percent oh no

Gov. Pat Quinn Says Tax Hike Is Needed To Fight Deficit
Gov. Pat Quinn confirmed Friday that he plans to raise taxes on some Illinois residents to combat deficits in a difficult state budget, and called for broader tax reform.

Quinn said Friday that he plans to hike taxes for families that make more than $56,000 a year.

But Quinn contends his income tax proposal would amount to a tax cut for millions of Illinoisans by increasing the personal exemption to let them shield more income from being taxed.
"It's very important that we raise taxes in a fair way for the people of Illinois in order to pay for important core priorities – whether it be safety, health, education, transportation, and so on," Quinn said at a news conference at the James R. Thompson Center Friday.

He did not say exactly how much taxes would go up, but the Chicago Tribune reported Friday that he was looking for a hike of 50 percent, from a rate of from 3 percent to 4.5 percent

Quinn said when the Illinois income tax was first instituted 40 years ago, the personal exemption was generous, but it did not increase with cost of living. Originally, Quinn said, the personal exemption in Illinois was $1,000. It has since risen to $2,000.

Earlier reports have said Quinn hopes to raise the standard tax exemption up to $6,000 per person from $2,000, to help low- and middle-income families.

If the personal exemption were increased, taxes could be cut for many Illinoisans, Quinn said.

"We're not going to take multiple people – people who are just making it; people who are living from check to check – and we're not going to tax them into poverty," Quinn said.

Illinoisans have had a lower income tax rate than other states for some time. This would be the first increase in 20 years.

In addition, some business tax breaks would be eliminated, and Quinn promises to tighten state government spending.

The income tax increase could bring in nearly $4 billion. The budget deficit is expected to be more than $9 billion by the summer of 2010.

Quinn has been hinting about the problems in the state budget this year for some time.

Taxpayers in Chicago weren't surprised, but many said the timing is poor.

"We already can't afford to pay the taxes – people who have homes and what have you now, so it's going to be really rough," said Nadeja Borras.

"Already, the taxes are pretty high, so it could be a disadvantage for the State of Illinois," said Sara Mirarefi.

But some Chicagoans thought a tax increase might be necessary.

"I think it's about time somebody's got the guts to go in there and say, 'Hey, we have to increase taxes,'" said Jim Kauss. "We have to pay for this. it's not free."

Quinn said the taxes would be structured in such a way that those suffering the most would not be affected. He pointed to what he called "a principle that's as old as the Bible, that taxes should be based on ability to pay."

Quinn said he would hold the lines on gasoline taxes, although state lawmakers have been talking about raising them to pay for road and bridge construction. Fees on driver's licenses and license plate stickers may also go up.

This is not a done deal. Dozens of key players will weigh in before a tax increase this big will become law. Quinn's proposal is a starting point.

State Sen. Matt Murphy, R-Palatine, opposes an income tax increase. He said the state should cut spending on items such as Medicaid and education, if necessary, to get through the tough times. Murphy also says policymakers should revive controversial discussions of a Chicago casino to raise money for a capital program.

"I don't like that we're there, but that's where we're at," Murphy said.

Ousted Gov. Rod Blagojevich issued a written statement Friday denouncing the tax-increase idea. At the time of his impeachment, he claimed lawmakers were getting him out of the way to hike taxes.

"When Pat Quinn and I ran as a ticket we promised the people not to raise taxes," Blagojevich said. "For six years I kept that promise. It took him less than six weeks to break it."

Berkshire Loses Top Rating on Investments, Buffett Role see

Warren Buffett's Berkshire Hathaway was stripped of its 'AAA' credit rating by Fitch, barely hours after S&P cut General Electric's top-tier rating, as the global financial crisis pummels America's corporate titans
Citing concerns about Berkshire's [BRK.A 83550.00 -2150.00 (-2.51%) ] equity and derivatives investments, as well as Buffett's tight grip on the company, ratings agency Fitch cut the insurance and investment company's issuer default rating by one notch to 'AA+'.

The downgrade is another setback to Buffett, 78, coming a day after the billionaire lost his position as the world's richest man to Microsoft [MSFT 16.65 -0.36 (-2.12%) ] founder Bill Gates, according to Forbes' annual list. Buffett's net worth plunged to $37 billion from $62 billion last year, the list said.

"Fitch views the company's potential earnings and capital volatility derived from its large, unhedged market exposures as inconsistent with the stability required at the 'AAA' level," the ratings agency said in its statement on Berkshire.

Those exposures include Berkshire's equity investments, as well as its holdings of derivative contracts tied to equity and credit markets, Fitch said. Fitch is the first major credit agency to cut Berkshire's 'AAA' rating.

The move comes after General Electric was stripped of its top rating by Standard & Poor's on Thursday.
Berkshire invested $3 billion last year in GE [GE 9.62 0.05 (+0.52%) ], buying preferred shares with the option of acquiring another $3 billion in common stock at $22.25 per share. GE is the parent company of CNBC.

Known as the Sage of Omaha for his long history of successful investments, Buffett was caught out by the global financial crisis.

Berkshire's net worth tumbled $10.9 billion in the final quarter of 2008 and profits fell 96 percent, due mostly to losses on derivatives contracts tied to the stock market. Berkshire had $4.65 billion of net investment and derivative losses in 2008.
Tied to Buffett

Buffett has defended his use of the derivatives, which helped drive Berkshire's annual profit to a six-year low.

Investors should distinguish Berkshire's derivatives from others that dramatically increased financial leverage, made banks "almost impossible for investors to understand," and threatened the collapse of companies such as investment bank Bear Stearns Cos and mortgage financiers Fannie Mae and Freddie Mac, Buffett said in his annual letter to Berkshire shareholders.

Fitch also noted Berkshire remains too closely linked to Buffett to merit a 'AAA' rating.

"Fitch views this risk as unrelated to Mr. Buffet's age, but rather Fitch's belief that BRK's record of outstanding long-term investment results and the company's ability to identify and purchase attractive operating companies is intimately tied to Mr. Buffett," it said, referring to Berkshire.

Berkshire generates about half its results from insurance, including auto insurer Geico Corp, but operates more than 70 businesses that offer such things as carpeting, ice cream, paint, real estate services and underwear.

Fitch lowered Berkshire's senior unsecured ratings by two notches to 'AA'. However, it affirmed its 'AAA' insurer financial strength ratings on the company's insurance and reinsurance subsidiaries.

The 'AAA' ratings of the insurance subsidiaries "continue to reflect their strong capitalization and competitive positions, and underlying underwriting results," Fitch said.

The outlook for all of Berkshire's entities is negative. Fitch said the current ratings on Berkshire assume that the company will continue to aggressively deploy its cash and capital as companies look for investors with strong balance sheets.

Besides the cash infusion into GE, Berkshire has agreed to make a 3 billion Swiss franc investment in Swiss Re and has bought $5 billion worth of preferred shares of Goldman Sachs [GS 98.80 1.55 (+1.59%) ].

Berkshire Class A shares closed on Thursday at $87,500 on the New York Stock Exchange. They have fallen 34 percent over the past year, while the Standard & Poor's 500 has dropped 43 percent.

BOSTON (AP) - Justice Ruth Bader Ginsburg told law students there could be an opening on the Supreme Court soon but didn't hint at who might be leaving.

Ginsburg spoke Friday at New England Law's annual "Law Day."

In a question-and-answer session, she said the nine justices only take pictures together when a new member is added. She said: "We haven't had any of those for some time, but surely we will soon."

She declined to take questions from reporters at the event.

The 75-year-old justice had surgery last month for pancreatic cancer but returned to the bench without missing a day of work. She said advice from fellow cancer survivor Sandra Day O'Connor on when to schedule chemotherapy has helped her to keep up with the court's pace.

Wal-Mart looks to Hispanic market read this

Wal-Mart plans to open its first Hispanic-focused supermarkets this summer in Arizona and Texas as the largest US retailer continues its drive to expand its dominance of the US grocery business.

The pilot stores, named Supermercado de Walmart, will open in Phoenix and Houston in remodelled 39,000 sq ft locations occupied previously by two of Wal-Mart’s Neighborhood Market stores.
The retailer said that the stores were in “strongly Hispanic neighbourhoods” and would feature a “new lay-out, signing and product assortment designed to make them even more relevant to local Hispanic customers”. The staff will also be bilingual.

Wal-Mart’s Sam’s Club warehouse store also plans to open a 143,000 sq ft Hispanic-focused store called Más Club in Houston this year.

Several leading regional US supermarket chains already operate Hispanic store brands, including Publix in Florida, which operates three Publix Sabor markets, and HEB in Texas, which opened a Mi Tienda store in Houston in 2006.

The markets include elements such as cafés serving Latino pastries and coffee, and full service meat and fish counters.

Leading retailers are also pursuing Hispanic consumers online, with Best Buy and Home Depot having launched Spanish-language versions of their e-commerce sites in recent months.

Eduardo Castro-Wright, the head of Wal-Mart’s US stores since 2005, has also been an advocate of testing new smaller, more focused formats, and raised the idea of turning the Neighbourhood Market into a Hispanic-style bodega concept several years ago.

He has also developed Wal-Mart’s efforts to customise its larger Supercenter stores, which have been grouped according to differing community profiles, such as urban, suburban, Hispanic and African-American, with customised merchandise.

A 195,000 sq ft Supercenter that opened in Texas last year included a tortilleria bakery, Hispanic foods and a larger selection of Spanish-language music and DVDs.

Mr Castro-Wright was previously head of Wal-Mart’s Mexican subsidiary, whose store network ranges from large US-style Supercenters to small local bodegas, an upmarket supermarket chain and two restaurant chains.

Last year, Wal-Mart also began testing four new 10,000 sq ft Marketside convenience grocery stores in the Phoenix area – its first new format in a decade. Tesco, the UK retailer, also has more than 25 of its small Fresh & Easy markets in the Phoenix area.

Jamie Kennedy Admits He's Dating Costar Jennifer Love Hewitt

They've been denying it for weeks, but the truth was too hot to hide: Jamie Kennedy has confirmed that he's dating his Ghost Whisperer costar Jennifer Love Hewitt on Ryan Seacrest's radio show Friday.

"I'm in love and I don't care," the actor told Seacrest. Kennedy said the couple are not engaged but share a bond he described as "more than love."

"I thought it was something I would find in my 40s," Kennedy, 38, told Seacrest. "It's like, 'Wow, you are hot. You can sing, you can dance, you’re, like, so smart and, wow, you can cook pasta fagioli too.' "

As recently as the night of the Academy Awards on Feb. 22, when Kennedy attended a party hosted by Hewitt, the two seemed cordial but not cozy, according to an eyewitness, and Love Hewitt, 30, said she was single. In January, the actress had announced she and her fiance Ross McCall had broken up over the holidays.

What is the DoubleClick cookie doing on my computer?

If you have a DoubleClick cookie in your Cookies folder, it is most likely a DART cookie. The DoubleClick DART cookie helps marketers learn how well their Internet advertising campaigns or paid search listings perform. Many marketers and Internet websites use DoubleClick’s DART technology to deliver and serve their advertisements or manage their paid search listings. DoubleClick’s DART products set or recognize a unique, persistent cookie when an ad is displayed or a paid listing is selected. The information that the DART cookie helps to give marketers includes the number of unique users their advertisements were displayed to, how many users clicked on their Internet ads or paid listings, and which ads or paid listings they clicked on.

Why does your cookie keep coming back after I delete it?

When you visit any website or search engine on which DoubleClick’s DART technology is used, our servers will check to see if you already have a DART cookie. What are Web beacons?

Web beacons are small strings of HTML code that are placed in a Web page. They are sometimes called “clear GIFs” (Graphics Interchange Format) or “pixel tags.” Web beacons are most often used in conjunction with cookies. DoubleClick uses Web beacons in connection with its products and services, including ad serving and paid search listings (“DART Search”). Because a Web beacon is only 1 pixel high by 1 pixel wide, it appears invisible on your computer screen. If Web beacons were made larger (e.g., 100 pixels high by 100 pixels wide), it would take much longer for your Web page to load and would clutter up the page that you have requested.

In 2002, working with a broad spectrum of companies, including other technology companies, seal providers and websites, DoubleClick helped draft “Best Practice” guidelines for disclosing the use of Web beacons. What is “personally identifiable information” (“PII")?

“Personally identifiable information” is any information that can identify or locate a particular person, including but not limited to name, address, telephone number, email address, social security number, bank account number or credit card number.

What is “non personally identifiable information” (“non-PII”)?

“Non-personally identifiable information” is information that cannot identify a particular person. This type of information includes a user’s Internet Service Provider, a computer’s operating system and browser type, and a unique DoubleClick DART cookie ID.

DoubleClick’s ad-serving and search products utilize non-PII. Some of our clients may associate PII that you have given them (for example, a customer number, if you have registered at or purchased from their websites), with their advertising campaigns. Although this customer number may be passed from the client to DoubleClick’s ad servers during the ad delivery process, DoubleClick cannot recognize this information as PII and cannot link it to any person.

What is “sensitive information?”

To DoubleClick, “sensitive information” categorically includes but is not limited to data related to an individual's health or medical condition, sexual behavior or orientation, or detailed personal finances, information that appears to relate to children under the age of 13 at the time of data collection; and PII otherwise protected under federal or state law (for example, cable subscriber information or video rental records). DoubleClick does not use any “sensitive information” to target Internet advertisements.

What is ad serving?

In order to support their content without charging visitors, websites sell advertising space on their Web pages. Companies like DoubleClick provide technology for the websites and advertisers to use to display ads on the websites. DoubleClick’s ad servers work at the direction – and on behalf – of our clients.

When you visit a website, your computer’s Internet browser transmits a “request” to that website’s server, “asking” that server to send you the Web page that you are seeking. Most Web pages contain components that are pulled from different sources. For example, a Web page at a news site may get its weather section from one provider, its sports results from a different source, and advertisements from other servers.

If the website is using DoubleClick’s technology to display ads on its site, the Web page will contain coding that directs your browser to fill the ad space on the Web page with content from one of DoubleClick’s ad servers. DoubleClick’s clients select the format, content, and location of the ads, as well as the criteria for controlling which ads to show and when to show them. DoubleClick’s ad-serving technology uses a cookie to help clients determine what ads to display. When a “call” is received by DoubleClick’s ad servers, the server checks to see if the “calling” browser has sent a cookie with the request for advertising. If the server doesn’t “see” either a unique DoubleClick cookie or an opt-out cookie, after “testing” to see whether the browser will accept cookies, the server sets a unique DoubleClick ad cookie. If the browser already has a unique DoubleClick ad cookie, the server “recognizes” the cookie and uses the unique ID for targeting and reporting purposes as specified by the DoubleClick client. If the browser has an opt-out DoubleClick cookie, the server uses only the non-cookie related information that is automatically transmitted in the Internet environment (e.g., browser type, Internet service provider, and information about the general content of the site or page displayed on your browser) to determine which ad to show. Sometimes Web beacons are used in conjunction with the DART cookie when clients want more versatile targeting or reporting capabilities.

How does an ad-serving client use DoubleClick’s technology to target or select which ad to deliver?

Our clients store their ads on DoubleClick’s ad servers. When you visit a Web page on which a client is using DoubleClick technology to deliver ads, coding that the website publisher placed in the Web page tells your computer’s browser to send a request for an ad to the DoubleClick ad server. When the DoubleClick ad server receives a request, it will select an ad based on the criteria that the client has chosen together with any information logged against the unique cookie id.

For example, a client’s website may attract an audience of mainly men, aged between 18 and 45, who are interested in sports, fashion and electronic gadgets. The client will therefore approach sports, fashion and electronic gadget retailers to see if they would like to advertise on the site. Those retailers will provide the client with ads, which the client will store on the DoubleClick ad servers. The client will assign those ads specific codes, such as sports = 1, fashion = 2, and electronic gadgets = 3. On the pages where the website publisher wants to show all three categories of ads, the website will install an ad tag that contains all three codes. On pages of the website that the client thinks attracts only men interested in sports, an ad tag that contains only the code for sports, code 1, may be installed.

DoubleClick does not tell clients which criteria to select or which advertisements to target against those criteria. Clients choose the categories they wish to attach to the advertising that they have contracted to show, what code(s) they wish to attach to those categories, and which code(s) they wish to include in each of their ad request tags. In their contracts with DoubleClick, DoubleClick’s ad-serving clients promise not to use information that DoubleClick could recognize as either “sensitive” or “personally identifiable” to target ads.

What information is collected by a client using DoubleClick’s ad serving technology?

Each time one of DoubleClick's ad servers receives a request for an ad or for a Web beacon, information about the request received and the ad or Web beacon served – for example, the date, the time, the website to which the ad or image was delivered, the cookie ID to which the ad was shown, the operating system which the browser was using – will be recorded.

Does DoubleClick itself do anything with this ad-serving information?

No. The information that is recorded on the DoubleClick servers by our clients’ use of our technology belongs to our clients. Although that information may be logged on a DoubleClick server, DoubleClick's relationship with the client is that of an agent or processor. Consequently, DoubleClick does not own that information and cannot, therefore, use that information for its own business purposes or in any way not authorized by the relevant client. DoubleClick clients do, however, give us permission to use statistical or aggregate information derived from their use of the technology – e.g., statistics about the number of ads served through the technology per month or analyses about, for example, what time of day is the best time to target certain types of ads.

Does DoubleClick sell the ad serving information to other companies?

No. The data that DoubleClick’s servers record during ad serving belong to DoubleClick’s clients, and DoubleClick cannot and does not sell that information to other companies. DoubleClick can, however, use its aggregate analyses about the effectiveness of ad campaigns to help clients develop more efficient and successful campaigns.

What are pop-ups and why do I see pop up advertising?

A pop-up is basically the opening of a new window in your browser.

DoubleClick provides its ad-serving clients with a means of choosing and reporting on ads. It is the website owners or the advertisers with whom they contract that make the decisions about the format of the ads. The advertisers choose whether they want to have banner ads or pop ups delivered, and they use our technology to make it happen. The website owners and advertisers choose the size and frequency of pop-up ads. DoubleClick has no control over which ad format website publishers or their advertisers choose.

Generally, there are a couple of different ways that you might receive pop up advertising:

  1. The site you are currently visiting has sold an advertising opportunity to a marketer and that marketer has chosen to create an advertisement that opens a new browser window. This is a form of “traditional” Internet advertising.
  2. You have some kind of ad-delivery software installed (intentionally or unintentionally, knowingly or unknowingly) on your computer. This type of software often comes bundled with freeware such as P2P (Peer-to-Peer) music sharing applications. It may track the sites you visit and scan their contents looking for triggers that match criteria identified by advertisers that purchased space from the software manufacturer. The software program will then display advertisements on your monitor.

What is spyware?

This term has been applied to a very broad range of technologies and activities -- from the mere setting of a cookie to the surreptitious installation of key-logging software on consumers’ computers. There are many anti-spyware programs on the market and they each have their own definition of “spyware”. For example, some programs identify cookies as “spyware”, while others do not. Some software programs that monitor the websites that consumers visit in order to deliver context-based advertisements have been categorized as “adware.” Many of these adware programs are responsible for the pop-up advertisements that you see.

DoubleClick does not consider its products either “spyware” or “adware.” We believe that consumers should be provided meaningful notice and choice with respect to information collected and used about them.

What is the DoubleClick DART cookie?

The DoubleClick DART cookie is used by Google in the ads served on publisher websites displaying AdSense for content ads. When users visit an AdSense publisher's website and either view or click an ad, a cookie may be dropped on that end user's browser. The data gathered from these cookies will be used to help AdSense publishers serve and manage the ads on their site(s) and across the web more effectively.

What should I put in my privacy policy?

Your posted privacy policy should include the following information about Google and the DoubleClick DART cookie:

  • Google, as a third-party vendor, uses cookies to serve ads on your site.
  • Google's use of the DART cookie enables it to serve ads to your users based on their visit to your sites and other sites on the Internet.
  • Users may opt out of the use of the DART cookie by visiting the Google ad and content network privacy policy.

Because publisher sites and laws across countries vary, we're unable to suggest specific privacy policy language. However, you may wish to review resources such as the Network Advertising Initiative, or NAI, which suggests the following language for data collection of non-personally identifying information:
